With your "other manager" work through how better communications would benefit both department and the company as a whole. Plan that each of you will have one-one discussions with your own department people, to better understand gripes and bottlenecks that get in the way of better cooperation and communications. Meet frequently with your manager-colleague to share "stories" from both sides. Work towards developing a complete understanding of each department's position, leading up to a group meeting where concerns and insight can be shared among all parties. The meeting and your and the other manager's leadership and mature insight should lead to better understanding and cooperation.
